4.0.0 Magic and Spellcasting

High Mages, Necromancers, Elementalists, and Invokers are all capable of casting spells. In addition, NPC wizards may also have access to spellcasting, though NPCs seldom have classes as PCs do. This section of the rules describes such sorcerous matters.
